Position Overview:
The Director of Business Development – Federal Contracting is responsible for driving the growth and success of our federal programs. This position requires a seasoned professional with a deep understanding of federal contracting, a strong network of contacts within the government sector that have science-related missions (e.g., Energy, NASA, NOAA, NIH, Interior, EPA, Agriculture, etc.), and the ability to lead a high-performing business development team.

Key Responsibilities:

Strategic Leadership: Help shape the business development strategy for federal contracting, aligning it with the company's overall goals and objectives. Assist in the development of overall pursuit and proposal strategy.

Revenue Growth: Achieve/exceed revenue and profit targets for the federal contracting through effective sales, business development activities, and by positioning ClearFocus in a winning position on bids.

Relationship Building: Build and maintain strong relationships with key government officials, agencies, and industry partners to position the company as a trusted and preferred federal contracting partner. Establish leads/contacts with potential customers; develop and provide company awareness/capabilities briefings; attend marketing/business development conferences/seminars; and help develop/foster teaming arrangements with other companies. Manage key stakeholder relationships and keep the company’s leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.

Market Research: Identify, research and validate business opportunities within the federal government sector. Research customers, competitors, solutions, specific opportunities, teaming partners and potential key personnel to capture government contracts. Provide intelligence to make informed bid/no bid decisions.

Capture Management: Lead, prioritize and execute the capture for winning proposal efforts, oversee the entire capture process for opportunities, including teaming agreements, pricing strategies, theme development and SWOT analysis; and participate in proposal shaping and submissions.

Proposal Support: Help develop winning proposals for pursuits, including research, analysis, writing and working closely with the proposal development team to identify win themes and customer priorities.

Qualifications:
  • Bachelor's degree in business, technology, or a related field.
  • Minimum of 10 years of experience in federal contracting, with a proven track record of successful business development and revenue growth.
  • Strong network of government contacts and relationships within the federal sector.
  • Excellent leadership, interpersonal and team skills.
  • Exceptional communication, negotiation and presentation abilities.
  • Thorough knowledge of federal contracting regulations including the FAR.
  • Extensive knowledge, experience, and success of the entire capture process (Shipley model).
  • Experienced user of GovWin and/or GovTribe.
  • Experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ and IDIQ single or multiple award contracts.
  • Proven ability to develop and execute successful capture strategies.
  • Strategic thinker with a focus on long-term business growth.
