Position Summary ClearFocus Technologies is seeking an experienced Program Manager to lead and oversee cybersecurity task order operations supporting the Defense Information Systems Agency (DISA). This key personnel position requires a strategic leader who will manage performance, cost, and schedule while organizing and directing all contractor support activities. The Program Manager will ensure compliance with DoD and DISA directives, maintain effective coordination with government stakeholders, and deliver high-quality cybersecurity services throughout the contract lifecycle. Key Responsibilities Task Order Management
Develop and implement a comprehensive Task Order Management Plan (TOMP) covering transition-in, startup, schedule management, subcontractor management, quality control, issue escalation, risk management, transition-out, and closeout
Ensure adherence to the latest versions of applicable DoD and DISA directives
Establish and maintain a centralized repository for cybersecurity program artifacts, resources, and deliverables with a consolidated dashboard view
Prepare and deliver weekly status reports detailing major accomplishments, ongoing activities, issues, and other relevant information
Conduct monthly status meetings with the Contracting Officer's Representative (COR) to discuss program performance
Performance Reporting and Quality Assurance
Develop and submit monthly Contractor Performance Reports (CPRs) addressing all elements of the TOMP
Prepare Weekly Cybersecurity Situational Status Reports (WSRs) detailing progress, results, conclusions, recommendations, organizational changes, problem areas, programmatic risks, and timeline impacts
Identify and manage project risks, delays, and issues, providing recommendations for program resolution
Establish and track performance metrics associated with task order objectives
Formulate and review deliverable items ensuring conformance with prescribed standards and schedules
Personnel Management
Directly supervise personnel assigned to the task order
Manage staffing levels to meet contract requirements (key personnel starting day 1, 50% staffing within 2 weeks, 100% staffing within 30 days)
Maintain personnel status reporting and identify staff reassignments
Interface with project personnel and key stakeholders on a continuous basis
Ensure staff compliance with security requirements and facility access protocols
Transition Planning and Execution
Develop and implement a Transition Implementation Plan (TIP) for initial transition and follow-on support
Oversee the transition of Government Furnished Equipment (GFE) and Government Furnished Information (GFI)
Coordinate contractor staff access requirements for DISA facilities, systems, and networks
Prepare a comprehensive Transition-out Plan to enable seamless knowledge and responsibility transfer
Conduct formal task order closeout processes ensuring continuity with succeeding contractors
Required Qualifications
Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or Mathematics
Active Project Management Professional (PMP) certification or equivalent
Minimum 10 years of experience in program/project management, preferably in DoD cybersecurity environments
Experience developing and executing management plans for government contracts
Demonstrated ability to manage performance, cost, and schedule for complex technical projects
Knowledge of DoD and DISA cybersecurity requirements, policies, and directives
Strong leadership skills with proven experience supervising technical teams
Excellent written and verbal communication skills for stakeholder engagement and reporting
Active Secret clearance (Top Secret preferred)
Preferred Qualifications
Master's degree in related field
Additional certifications such as CISSP, Security+, or CISM
Experience with DISA contract management and reporting requirements
Background in cybersecurity operations and risk management
Previous experience with RMF implementation and compliance
Knowledge of DISA cybersecurity tools, systems, and frameworks
Experience managing contractor transitions for government programs
Top Secret clearance
