Key Must Have Skills, Experiences and Responsibilities:
  • IT generalist with broad experience and strong current understanding of all IT domains (Infrastructure, Networking, Applications engineering, Security, Mobile, Cloud, Big Data and others)
  • Ability to be a strategic thinker, one who can align Engineering Projects, Processes and related artifacts to the Agency’s IT Strategic Plan
  • Responsible for ensuring the reliability, security, and optimal performance of the Agency’s IT infrastructure by:
    • Developing, improving, and maintaining IT engineering standards and reference artifacts
    • Providing engineering oversight and verification/validation services of IT engineering projects by reviewing and/or developing these artifacts to include requirements, architecture, design, development, test, security, migration and other relevant engineering artifacts
  • Strong experience and considered an expert at a global enterprise scale in the design, implementation, integration and maintenance of:
  • Windows 10 (ISO imaging, image cycles, and operations)
  • BitLocker and Data loss Prevention (DLP) solutions
  • System Center Configuration Manger (SCCM)
  • Active Directory (AD) and related directory services including Single Sign-on (SSO) tools and ADFS
  • Group Policy Management and Design (GPO Structure)
  • Virtualization and Cloud (AWS, Azure, SaaS, IaaS, PaaS, VMware)
  • WAN and Application Performance Optimization experience using tools like Riverbed etc.
  • Enterprise IT Storage solutions including transition from traditional monolithic storage solutions to cloud-first strategies
  • SAML 2.0 and PKI
  • Microsoft Server lifecycle management and upgrade evolutions
  • IT Networking and Infrastructure – experience with Routers, Firewalls and Switches - Cisco IPS and Cisco wireless, experience is a plus
  • Strong experience in IT Infrastructure security engineering area
  • Ensures IT Infrastructure products and systems comply with requirements and government information assurance and cyber security standards and practices through formal verification methods.
  • Automation of Server/workstation baselines (Key Enforcement and Compliance)
  • Puppet, Chef, Etc. 
  • Prepare assessments and cyber threat profiles of current and planned products based on sophisticated testing, research, and analysis.
  • Reviews test plans/procedures and ensure they verify/validate the security requirements.
  • Experience working with Federal Security Regulations including FISMA, FedRAMP, OMB Circular A-130, NIST, Sarbanes-Oxley (SOX), Special Publication Series 800 and FIPS Publications
  • Strong experience with the principles of IT security and cybersecurity tools and technologies to include:
    • Nextgen Firewall
    • Malware protection
    • Intrusion Protection systems
  • Prepare assessments and cyber threat profiles of current and planned products based on sophisticated testing, research, and analysis.
    • Next Generation Firewall (NGFW) technology using Palo Alto while incorporating Layer-7 policy sets.
    • Engage in an assessment of the Agency’s IT infrastructure to develop an as-is and to-be states by working with the stakeholders and factoring in gaps, strategic goals and challenges in the current environment
    • Experience in conducting root cause analysis of IT Infrastructure and Network malfunctions and their remedial strategies
    • Experience with analysis of IT Service Desk Tier 2,3 incidents to determine areas of improvement and focus for user training
    • Provide technical support as IT consultant to C level executives and solution engineering teams
    • Support the timely resolution of selected Tier 3 or higher IT Infrastructure trouble tickets in the above-mentioned areas
    • Participate in the implementation discussion of new technologies and platforms
    • Ability to manage stakeholder’s expectation on multiple high priority competing tasks
    • Assist with planning and implementing systems and network integrations
    • Document the design, and troubleshooting of technology platforms and procedures
 
Qualifications:
  • MA/MS and 8+ years’ experience or BA/BS and 10+ years’ experience
  • Microsoft certifications
  • AWS certifications and related IT networking, security certifications is a plus
  • Strong experience in IT networking and infrastructure and/or Software Engineering with both Waterfall and Agile, Agile/SAFe certifications is a plus
  • Experience drafting concept definition papers, analysis of alternatives, and business cases as necessary
