Senior Agile Program Manager

Clearance - Secret or higher clearance is preferred

Location: Washington DC Metro Area
Key Responsibilities:
  • Extensive experience leading and managing teams working on a $multi-million global enterprise program that uses Agile software development methodology. Experience working in a multiple agile team environment
  • Work closely with the Government Program Manager/Product Owner to coordinate project activities, including those activities that reside across various support contracts
  • Strong teaming, collaborative and communication skills accompanied with the ability to build consensus amongst a diverse set of stakeholders.
  • Develop and maintain integrated master schedules; define and maintain dependencies and the project’s critical path
  • Establish a schedule baseline, conduct change requests to change schedule baseline that involves, negotiations for schedules with customers
  • Create metrics to manage scope, quantify scope creep and manage changes to scope, schedule and budget
  • Maintain a cost estimate (and update if needed) based on the WBS; cost elements include: software development, training and deployment, system decommissioning, security, business requirements, management support, and software license/platform costs
  • Create and maintain a spend plan and track cost savings on projects
  • Perform EVM reporting in accordance with agencies EVMS policies and standards
  • Identify, prioritize and manage cost, schedule, performance, and quality risks. 
  • Facilitate an integrated product team
  • Define program needs across a range of disciplines (e.g. business requirements analysis, technical integration, security)
  • Manage an agile development effort, that involves multiple scrum teams and involves integrating their combined efforts
  • Develop and/or maintain project specific artifacts per the Agile Governance Framework using standardized PMO designated templates:
    • §  Program Charter
    • §  Product Vision
    • §  Product Backlog
    • §  Cost Estimate and Financial Plan
    • §  Integrated Master Schedule
    • §  System Inventory Form - Records Management
    • §  Records Disposition Schedule
    • §  Organizational Change Management Plan
    • §  Deployment Strategy and Plan
    • §  Memoranda of Understanding, as required
    • §  Decommissioning Plan
    • §  Project Closeout Report and Presentation
  • Experience with enterprise software development and related activities that span across all lifecycle phases
  • Established clear, concise and results-driven reporting procedures, formats and metrics
  • Plan, development and present briefings to senior government staff
  • Bachelor’s degree in management or business-related discipline with 8+ years of relevant experience. A Masters with 6+ years of related experience will also qualify
  • Agile certification and/or formal training is required
  • PMP certification is a strong plus
  • At least 5 years’ experience in project management, software development, system decommissioning and training
  • Demonstrated project management expertise with Agile software development projects
  • Demonstrated experience managing project budgets and spend plans
  • Demonstrated experience creating and managing project schedules
  • Experience tracking project schedule and cost variance.
  • Experience identifying and managing risks
  • Fluency in MS Office products is required.
  • Experience in support of Federal Civilian Agencies is desired.
  • Experience as a business executive managing senior business and government relationships.
  • Previous experience training personnel and deploying information technology systems is desired
  • Experience developing and maintaining decommissioning plan (for IT systems/applications)
  • Current/active DoD Secret security clearance or higher is a plus.
